NAME |
| 1. |
The name of the club shall be the NATAL CARBINEERS ATHLETIC CLUB, hereinafter referred to as 'the Club'. |
| |
OBJECTS |
| 2. |
The objects of the Club shall be: |
| 2.1. |
to promote camaraderie, physical fitness and the good image of the Natal Carbineers. |
| 2.2. |
to participate in and organise sporting and social events, subject, where applicable, to compliance with the rules, regulations and requirements of the relevant controlling bodies. |

MEMBERSHIP |
| 3. |
Membership shall be open to all persons, regardless of race, colour, creed, gender or age. |
| |
CLASSES OF MEMBERSHIP |
| 4. |
Members of the Club shall fall into one or other of the following classes of membership: |
| 4.1. |
Licenced Members, being those persons who hold current valid licences or other form of registration, issued by the relevant controlling body, without which the person is not permitted to participate officially in that particular sport. |
| 4.2. |
Social Members, being all members other Than Licenced Members. |
| 4.3. |
Honorary Life Members, being those persons who the members, at a General Meeting, feel worthy of this great honour. |

APPLICATION FOR MEMBERSHIP |
| 5.1. |
Any person wishing to apply for membership of the Club shall do so by submitting to the Club Secretary a completed Application for Membership in a form as prescribed from time to time by the Committee. |
| 5.2. |
Any application for membership shall be accompanied by such entrance fee, annual subscription and other levies as may be determined by the Committee from time to time. |
| 5.3. |
All applications for membership shall be considered by the Committee who may grant, refuse or defer consideration of such application, and whose decision shall be final. |

CONTROL |
| 6.1. |
The affairs of the Club shall be managed by the Committee, whose decisions shall be final and binding on all members. |
| 6.2. |
Any decision taken at a General Meeting shall be binding on all members. |
| |
ELECTION OF COMMITTEE |
| 7 |
The Committee shall be elected annually at the Annual General Meeting, and shall consist of:
a Chairman
a Vice Chairman
a Secretary
a Treasurer
two other members of the committee
a licencing officer
race conveners
club/road captain
ladies' captain
cross country captain
track and field captain
a walker captain |

POWERS, DUTIES AND FUNCTIONS OF COMMITTEE |
| 8 |
The Committee Shall |
| 8.1. |
Ensure the affairs of the Club are conducted in an orderly manner and in compliance with such decisions as may be taken at an Annual General Meeting. |
| 8.2. |
Meet at least once a month in order to transact business, approve expenditure incurred and to be incurred, authorise actions taken or to be taken and to take such other actions as may be necessary to enable it to comply with its duties. |
| 8.3. |
have the power to appoint sub committees for any particular purpose and to grant such sub committees such powers as it deems necessary. |
| 8.4. |
have the power to coopt such other persons onto any of its sub committees as it deems necessary. Such co-options to be made subject to such terms, conditions and limitations as the Committee in its sole discretion deems appropriate in each case. |

PROCEDURES AT COMMITTEE MEETINGS |
| 9.1. |
Any four (4) members of the Committee shall form a quorum for the purpose of conducting business at a meeting of the Committee. |
| 9.2. |
At meetings of the Committee the chair shall be taken by the Chairman or, in his absence, the Vice Chairman. In the event of both being absent, the Committee Members then present shall determine who shall act as Chairman for the duration of that meeting. |
| 9.3. |
Each member of the Committee shall have the power to exercise a deliberate vote, and the member occupying the chair shall, in addition to his deliberative vote, also have the power to exercise a casting vote in the event of there being an equality of deliberative votes. |

FINANCIAL YEAR |
| 10. |
The financial year of the Club shall commence on 1 January and end on 31 December of each year. |
| |
DUTIES OF THE SECRETARY |
| 11 |
The Secretary shall keep a record of proceedings of all General or Committee meetings, and shall conduct the routine business of the Club on behalf of the Committee. |

DUTIES OF THE TREASURER |
| 12.1. |
The Club's books and accounts shall be kept by the Treasurer and shall be audited annually by such person or body appointed for this purpose by the Annual General Meeting. |
| 12.2. |
The Treasurer shall be responsible for the collection of all ammounts due by members, and all monies received shall be deposited in the Club's banking account. |
| 12.3. |
Cheques drawn on the Club's banking account shall be signed by any two of the following persons:
the Chairman
the Treasurer
those other members of the Committee who have been authorised by the Committee to sign cheques drawn on the Club's banking account. |

MISCONDUCT BY A MEMBER |
| 13. |
If, after thorough investigation by the Committee, it is found that, in the opinion of the Committee, a member has been guilty of conduct which has brought or is likely to bring into disrepute the Club, the relevant sport or the Natal Carbineers, the Committee may, in its sole and unfettered discretion. |
| 13.1. |
reprimand the member and/or |
| 13.2. |
suspend the offender's membership for a fixed or indefinite period and/or |
| 13.3. |
impose a fine and/or |
| 13.4. |
cancel the offender's membership of the Club. |

GENERAL MEETINGS |
| 14.1. |
Notice of Meetings
Members shall be given not less than fourteen (14) days written notice of a General Meeting, which notice shall include detail of any non routine business to be considered at the meeting. Any member wishing to raise non routine business at the meeting shall, at least twenty eight (28 ) days before the date of the meeting, furnish the Secretary with full written details of the subject which he wishes to raise.

Quorum
A quorum at a General Meeting shall consist of either fifty percent (50%) of the total membership of the Club or twenty five (25) members of the Club, whichever shall be the smaller number.

| 14.3 |
Voting at a General Meeting
All members of the Club, including Honorary Life Members shall be entitled to vote at a General Meeting subject to this right to vote being withheld from any member who is in arrear in respect of any subscriptions or levies.
In the event of disagreement the point shall be put to the vote and the views of the majority of those members who are present and are entitled to vote shall prevail. |

ANNUAL GENERAL MEETINGS |
| 15.1. |
The Annual General Meeting shall be held as soon as is practical after the close of the financial year of the Club, on a date and at a place to be determined by the Chairman. |
| 15.2. |
The purpose of the Annual General Meeting shall be:- |
| 15.2.1. |
to receive and consider the statement of accounts and balance sheet of the Club, the Auditor's Report and the Chairman's Report of the past year. |
| 15.2.2. |
to elect the Chairman, Vice Chairman, Secretary, Treasurer, and the other two members of the committee for the ensuing year. |
| 15.2.3. |
to elect the Auditors for the ensuing year. |
| 15.2.4. |
to consider any other business of which notice has been given |
| 15.2.5. |
to elect any or all of the following...
a licencing officer
race conveners
club/road captain
ladies' captain
cross country captain
track and field captain
a walker captain |

SPECIAL GENERAL MEETING |
| 16.1. |
The Chairman may, if he thinks fit, and on the request of the Committee shall call a Special General Meeting of the Club. |
| 16.2. |
Discussion at a Special General Meeting shall be limited to the business for which the Special General Meeting was called. |
| |
AMENDMENT TO THE CONSTITUTION |
| 17.1. |
Any proposed amendment of the Constitution of the Club shall be considered at a General Meeting of the Club and its adoption shall require the approval of at least two thirds (66,6%) of those members who are present and are entitled to vote at that General Meeting. |
| 17.2. |
Notwithstanding any resolution of a General Meeting, any proposed amendment to the Constitution shall, before coming into effect, require to be ratified by the Natal Carbineer Council, who may in their sole discretion, ratify or refuse to ratify any such proposed amendment to the Constitution, and whose decision shall be final. |

ANNUAL SUBSCRIPTIONS, ENTRANCE FEES AND OTHER LEVIES |
| 18. |
The entrance fees, annual subscriptions and any other levies, licence fees and the like shall be determined from time to time by the Committee, who may also determine whether or not such fees shall be inclusive or exclusive of any fees or levies payable to the controlling body of the relevant sport. |

TERMINATION OR LAPSING OF MEMBERSHIP |
| 19. |
Membership of the Club shall terminate on |
| 19.1. |
failure by a member to pay, within one month of the date on which relevant accounts were despatched by the Treasurer or Secretary, such subscription and levies as may be payable. |
| 19.2. |
a member submitting, in writing, one month's notice of his intention to resign fro the Club. |
| 19.3. |
the Committee terminating a person's membership in terms of clause 13.4 |

DRESS WHEN PARTICIPATING IN A SPORT |
| 20. |
The Committee may prescribe the dress to be worn by members when participating, as members of the Club, in various types of sport. |
| |
VESTING OF ASSETS |
| 21. |
Should the Club, for any reason, cease to exist, any movable or immovable assets of the Club shall vest, without compensation, in the Trustees of the Natal Carbineers Trust and may be realised and utilised for such purposes as the Trustees in their sole discretion may determine. |

RULES AND REGULATIONS |

CLUB COLOURS |
| 1.1 |
CLUB COLOURS
All Club Members participating in Official Events organised under the auspices of the International Amateur Athletics Federation, Athletics South Africa, KwaZulu Natal Athletics (or any other Provincial body) shall wear the following. |
| 1.1.1. |
A white vest or crop top with the horizontal Natal Carbineer Flash (Blue/White/Blue/Grey from top to bottom) and Natal Carbineer Badge printed on the left breast. The Natal Carbineer badge as worn by Phil Masterton-Smith when winning the Comrades Marathon in 1931, and the words Natal Carbineers shall be printed on the back. |
| 1.2. |
Royal Blue shorts or tights. |
| 1.3. |
The unmarred Athletics South Africa / KwaZulu Natal Athletics Licence Number on the front and back of the vest or crop top OR the official Race Number of the Event or any combination thereof as may be stipulated by the event organisers. |
| 1.4. |
Walkers are to display the correct 'walker' tags clearly displayed on the front and back of the vest or crop top. |
| 1.5. |
The correct Age Group Category tags clearly displayed on the front and back of the vest or crop top. |
| 2. |
RACES OR EVENTS ORGANISED BY THE CLUB |
| 2.1. |
All members are discouraged from participating in events or races organised by the Club unless specifically selected by the Committee to represent the Club in that event. |
| 2.2. |
Members are encouraged to participate in the official helpers' event organised specifically for that event. |

REGULAR OCCURRENCES |

FIRST MONDAYS
On the first Monday of every month (unless it is a public holiday), all members of the Carbineer family are invited to come down to the Natal Carbineers Warrant Officers' and Sergeants' Mess at the Drill Hall.
This is a social gathering beginning at around 5.15pm and offers the opportunity to meet with other members of the Regimental family and find out what is happening around us.
Dress is casual (NO HEADDRESS OR SLOPS / SANDALS for the men)
Families are welcome.

WEDNESDAY EVENINGS
Our club gathers every Wednesday evening at the Natal Carbineers Warrant Officers' and Sergeants' Mess at the Drill Hall. This is an opportunity to run or walk together (or just chat and drink).
We meet at 5.30pm in front of the steps to the Mess and the Club Captain reads any notices which may be of interest to the members.
We then set off in 'busses' dependent on numbers and speed of those present. The idea is to share in conversation and ideas whilst doing what we all enjoy.
Groups stay out under 'command' of a designated 'buss driver' for between 45 minutes and an hour.
After the run or walk, members are invited to socialise and have a few drinks.
Please wear a T-Shirt to enter the Mess (not a vest) and please wear socks with your running shoes.

LAST FRIDAYS
On the last Friday of every month (unless it is a public holiday), all members of the Carbineer family are invited to come down to the Natal Carbineers Warrant Officers' and Sergeants' Mess at the Drill Hall.
This is a social gathering beginning at around 5.30pm and again offers the opportunity to meet with other members of the Regimental family and find out what is happening around us.
We each bring our own meat and bread rolls to braai (the Mess provides the fires) and most bring a salad to share.
Dress is casual (NO HEADDRESS OR SLOPS / SANDALS for the men)
Families are welcome. |
